The Ministry of Education of the Basque Government published in the Official Gazette of the Basque Country
Decision organizing university scholarships for the next academic year 2021-2022. Students will be able to apply for assistance from the first day of tomorrow until July 30th (inclusive).
€28,560,000 is allocated for this call for university scholarships. This amount can be increased if necessary, as the Department of Education ensures that all eligible students receive assistance, in the stipulated amounts, regardless of the number of applications submitted and the number of applicants benefiting.
The Official Gazette of the Basque Country today published an order calling for scholarships for undergraduate and other postgraduate studies in the 2021-2022 academic year. Through this decision also,
Grants are awarded to cover transportation costs for students with mobility difficulties.
To be eligible for the scholarship, the following requirements must be met:
a) be registered in one of the municipalities of a Basque Autonomous Community as of December 31, 2020. Exceptionally, this requirement will not be required when at least one of the Basque Country’s main economic backers is taxed.
b) In the case of foreign applicants, in addition to the registry, they must have Spanish citizenship or be in a legal residence status in Spain, on the date of application. Those who are in a residence or residence status for study, in accordance with the provisions of Organic Law 4/2000, of January 11, on the rights and freedoms of foreigners in Spain and their social integration.
c) In connection with the taxation of members of the cohabitation unit / family during the fiscal year 2020, at least one of the main economic supporters must pay taxes at one of the territorial tax authorities of the autonomous community.
d) Register and take any of the studies mentioned in Article 1 during the 2021-2022 school year. In the event that different studies are conducted simultaneously, the scholarship may only be received for one of them, except in the case they are dual degrees or double degrees which are offered as a single study by the corresponding university and which are therefore registered with the Ministry of Education and Vocational Training with the corresponding unique studies code.
e) you do not hold or have not fulfilled the legal requirements for a degree of the same level or higher than that of the interview for the studies for which the scholarship is being sought.
For these purposes, those who already hold a diploma, technical engineering or technical architecture can receive a scholarship to study the degree (or adaptation of the degree) that supersedes the title obtained, but must be registered for all remaining credits for the above-mentioned degree.
Notwithstanding the provisions of the preceding paragraph, those who hold an official Bachelor’s degree assigned to Level 3 (Master) of the Spanish Qualifications Framework for Higher Education (MECES), or hold the degree of an official architect, engineer, graduate, technical engineer or graduate Correspondence with Level 3 (Masters) of MECES, may be awarded a scholarship to take courses leading to an official undergraduate master’s degree, but in no way a scholarship to study a certificate associated with Level 2.
f) Not to receive a scholarship or aid incompatible with the scholarship to undertake other undergraduate and postgraduate studies.
1. – The receipt of scholarships or other grants held by public or private bodies or organizations aimed at conducting postgraduate studies or bearing the costs inherent in these studies (registration, travel or accommodation) must be announced in order to verify that the amount of assistance does not exceed the actual costs incurred by the applicant for these concepts.
The scholarship to undertake other undergraduate and postgraduate studies is not compatible with the receipt of scholarships for research staff studying official master’s degrees, regardless of the awarding body. The total amount of aid obtained for the conduct of undergraduate or postgraduate studies will in no way be greater than its actual cost.
A person may not receive more than one scholarship from the Basque Government, even if he has undertaken other studies at the same time at the same university or at another university.
2. – The scholarship for undertaking undergraduate and other postgraduate studies is compatible with transportation aid for students with special difficulties in mobility who go to educational centers in the Basque Country, provided that the total amount of aid granted for transportation does not exceed. 100% of the cost of the trip, with reduced assistance if this occurs, up to the corresponding maximum.
Who can apply for the scholarship?
It is aimed at Basque Country students undertaking formal university studies for a Bachelor’s or Master’s degree in the 2021-2022 academic year. Likewise, it includes higher technical education, other specific postgraduate studies and university entrance preparation course for people over 25 years of age.
Undergraduate or postgraduate studies may be undertaken at centers located both in the Basque Autonomous Community and elsewhere in the state.
Undergraduate Scholarship Features and Supplements 2021-2022
In the last academic year 2020-2021, 11,294 students from the Basque Country were awarded general university scholarships in all or some of its components, such as:
teaching: The amount will correspond to the official general price set for the 2021-2022 academic year for academic services.
Supplemental amount linked to learning support and digital transformation: This component aims to cooperate in the expenses involved in acquiring a computer, books and other materials necessary for conducting university studies.
Basic Amount Related to Family Income: It aims to reward the dedication in studying that applicant who suffers from special economic difficulties.
Intercity displacement: An item intended to finance expenses arising from the transportation of students from their usual place of residence to the Education Center in Euskadi.
residenceA provision for financing the expenses resulting from changing residence for academic reasons during the academic year.
Academic achievementA component that aims to reward the efforts of students who obtained good academic results in the previous year.
With regard to transportation aid, these are intended to cover transportation costs for students who have special mobility difficulties due to their physical or mental conditions and who in the 2021-2022 school year are undertaking undergraduate and other postgraduate studies. In this case, studies should be carried out in educational centers located in the Euskadi region.
The maximum amount that will be awarded to each student will be 12,000 euros. The amount to be received will depend on the needs of each specific case, the type of transportation required, or the distance and frequency to be covered.
News of the school year 2021-2022
Advanced Scholarship Administration. A measure of great importance to families and scholarship students. The Department of Education sets the goal of accelerating scholarship processing, so that all scholarship applications receive a response within the first quarter of the cycle and students can collect it before the end of the year, if it is positive. In this way, students who are entitled to a scholarship will get the appropriate assistance as quickly as possible.
Correction factor for rent due to covid. As in the previous call for scholarships (the 2020-2021 academic year), the new call maintains the reduction correction factor in the income statement for households economically affected by Covi-19. Scholarships and scholarships for the academic year are usually awarded based on the income of the family unit in relation to the previous year’s declaration. In this epidemiological situation, it may happen that the income of the previous year does not reflect a bad economic situation of the family who, however, may live for the required time. The reduction correction factor (5%) will be applied in response to unemployment, ERTE, ERE or similar.
Supporting learning, from a digital perspective. The amount is increased in the concept of “learning support”, incorporating the perspective of digitalization as a novelty. In this way, university students who receive a scholarship will receive at least 300 euros per year (between 300 and 475 euros, depending on the income threshold), as educational aid which now includes a digital transformation perspective. This amount will be maintained throughout the degree, which will allow students to have a computer or other items necessary for the development of their training.
Flexibility in terms of registration. Registration is still a requirement, but it becomes more flexible in some cases, so it will help some families. Until now, to be able to access a scholarship, it was necessary that the student be registered in the Basque Country and that the financial domicile also be established at CAE. Now, the enrollment standard has been expanded, so that students whose families are in the Basque Country are allowed to receive scholarships, even if they are registered outside of BAC.
